I keep forgetting All Might wasn’t getting weaker until he passed on One For All. His only issue before passing it on was how long he could use the Quirk, he had three hours. In those three hours he could use as much as the power as he wanted without fear of the flames going out.
Once he passed it on however, he added new challenges. His powers began to decline, he grew slower, his punches were weaker and all of that on top of the time limit. It’s amazing to think he still held the number one spot for so long despite all those handicaps piling up time and time again. It just proves how strong he was, honestly.
